Fred Carter
....show , 95, died on December 8, 2018. His beloved family surrounded him as he transitioned from this life to the next.
He was born in Newport on August 17, 1923. Fred was one of nine children born to Victor and Helen (Gogen) Carter. He married his soulmate, Ruth (Besaw) Carter, on July 31, 1948. They recently celebrated their seventieth anniversary. Their marriage blessed them with eight children, 20 grandchildren, 53 great-grandchildren, and 23 great-great-grandchildren.
Fred has been seen high above Newport, hanging from the boom of a crane while painting the steeple of St. Mary’s Star of the Sea Church. He is renowned for his love for the Clyde River, which was located a stone’s throw from the house he and his wife of 70 years, Ruth, lived in. He was truly a legend in the greater Newport area — a colorful, caring one at that.
A house painter his entire life, Fred worked almost to the end. He began in the business working for his father, Victor, and his grandfather Louis. In 1960, he founded Fred Carter Painting. In 1993, he incorporated the business with his sons Michael and James. Fred took pride in his work.
A man of faith, he liked painting area churches, but he was particularly honored to paint his church, St. Mary’s. People still talk about seeing Fred fearlessly painting the steeple of that church high above on a crane. He also loved to talk about the couple years he worked as a bartender in the early 1940s at the rowdy Snake Pit bar, which was in the basement of the Newport House hotel on Main Street (which was located where People’s United Bank is today).
Standing at about five foot tall and weighing about 100 pounds with long white hair hanging to his shoulders, Fred may have walked with a swagger, but he had a big heart for his family, friends, and those in need. A child of the Great Depression, he understood tough times. As a lifelong hunter, fisherman, and trapper, in his youth, and when he and Ruth were raising their own children, he used his catch to help feed his family. For that matter, he said the secret to his long life was the massive amounts of fish he ate, particularly from the Clyde River and Lake Memphremagog. “Eat fish, it’s brain food,” he used to tell people.
And because he understood hunger from his youth, he didn’t want to see anyone go hungry. Drop in at his house, and you’d likely get a bite to eat, and you’d surely be offered a stiff drink, very likely Canadian Club.
A gifted storyteller and jokester, Fred loved people, and he had an impact on everyone he met. Quite honestly, you never knew what he was going to say. He was famous for coining sayings, and outrageous nicknames for people, some which stuck for life.
Fred was also proud of the fact that his friend Scott Wheeler, the publisher of Vermont’s Northland Journal, who he watched grow up on Clyde Street, recorded his and Ruth’s memories in the pages of the Journal and in two of Scott’s books, When Salmon Was King: Voices from the Clyde River and Newport’s Centennial: Voices from a Lakeside Community.
Fred was a lifelong member of St. Mary’s Star of the Sea church, and he was a fourth-degree member of the Knights of Columbus, a member of the Fraternal Order of the Eagles, and the Elks.
Surviving Fred is his wife, Ruth; their children: Sandra Columbia and her husband, Larry, Linda Parenteau and her husband, Yvan, Nancy Duncan and her husband, Edward, James Carter and his wife, Patricia, Michael Carter, Theresa Coffin, Tina Bliss and her husband, Greg, and Bernard Carter. He is also survived by his grandchildren; great-grandchildren; and great-great-grandchildren; and by his brother Louis and his wife, Lucille. Also surviving him are many close friends, including Rick and Jean Kelley, Molly Gonzalez, and Andy Gonzalez.
He was predeceased by a daughter-in-law, Wendy Carter; a sister, Vivian Judd; and brothers Leonard Carter, Victor Carter, Francis Carter, Wayne Carter, Lionard Carter, and Robert Carter.
Fred had a great appreciation for his daughter Linda Parenteau and his great-granddaughter Michelle Runne, for the daily home care and love they provided that allowed him to live a full life at home until almost the end.
A celebration of life will be held at American Legion Post #21 on Saturday, January 19, from 3 to 7 p.m. Scott Wheeler will lead the celebration, and people will be welcome to share memories about Fred. At Fred’s request, he wants it to be a wonderful party, celebrating his life, not mourning his passing.
In lieu of flowers, people are encouraged to donate in his memory to the Mary E. Wright Halo Foundation, 1073 Upper Quarry Road, Newport, Vermont 05855.

Rebecca E. Laughlin
....show , of East Charleston, died on December 4, 2018, after a heroic lifelong struggle with chronic health issues.
She lived an incredible life. Born in Nebraska in 1944, she was the oldest of four siblings, and the first daughter of Henry A. and Elizabeth C. Laughlin Jr. formerly of Hamilton, Massachusetts. She graduated St. Timothy’s School, and Radcliffe College.
Perhaps with the thought of following in the footsteps of her grandfather Henry A. Laughlin, who was president of the Houghton Mifflin Company in Boston, from 1939 to1963, Rebecca accepted a position as copy editor for Little Brown Publishing in New York City. However, in her mid-twenties she decided to pursue the unconventional— a career in art, and went on to attend Montserrat Art School.
Over the next 40 years, Rebecca became an accomplished artist, exhibiting in numerous group and solo shows throughout New England. She was comfortable working in all mediums, including pastels, oils, water color, and sculpture. Her style and compositions evolved over the years, from abstract landscapes, portraiture, and still lifes. In 2004, Rebecca and her late husband, sculptor and woodworker, Ashley Thompson, moved to East Charleston, where their home quickly became a haven for their respective creative minds and afforded both many years of producing some of their best work together.
Rebecca exemplified unmatched grit, tenacity and grace as she experienced debilitating chronic pain for more than half of her life, not letting it stop her in the pursuit of both her artwork and hobbies — gardening, New England sports teams, great conversation with friends, and of course, taking care of her cats. There will be a large, irreplaceable hole left by Rebecca’s death. She will be deeply missed by family and friends.
Rebecca is predeceased by her parents, Henry A. and Elizabeth C. Laughlin Jr., of Hamilton; her sisters: Susan Laughlin of Yarmouth, Maine, and Elizabeth L. Anderson of Kingfield, Maine; her brother Henry A. Laughlin III; her nieces: Aliea Anderson of East Burke, Martica Wakeman of Marion, Massachusetts; and her nephews: Adrian S. Anderson of Seattle, Washington, and James C. Laughlin of Boston, Massachusetts.

Elizabeth J. (Vigario) Montminy
....show , 78, of Glover went home to be with her Lord and savior on November 21, 2018, in Glover.
She was born on April 22, 1940, in East Meadow, New York, to Feliciano and Margaret (Patrick) Vigario.
Liz lived a life of serving. Whether it was her own family or the people in her community, she was always there with a willing heart and helpful hands. Being part of the Glover Home Dem, she met with other mothers in the community to learn housekeeping skills, exchange recipes, and learn new skills from each other, such as wreath making, and sewing. From this club she made many lifelong friends.
She was a member of the Glover Parents Club, where she was involved in planning the annual Halloween party for the town’s children. She began making her famous popcorn balls for the children at this event, but later it was her tradition to make and pass out them out each Halloween, including this past Halloween. She was also known for her cake-making and decorating skills. Who knows how many birthdays and wedding cakes were celebrated with her cakes?
But Liz’s heart was really for the senior citizens of the community. She eventually went to work at the Union House in Glover, where she cared for, talked with, and encouraged both the residents and staff for over 35 years.
After retirement, she continued to visit the residents and staff and bring them her basket of “goodies” to choose from. In her spare time, Liz enjoyed music and dancing, as well as the local music jams. She also enjoyed traveling to visit her family and friends. She liked playing cards with her sisters, watching the Hallmark channel, “Jeopardy,” and “Wheel of Fortune.”
Later in life, when she decided to sell her apartment house, she had the dream for it to become senior housing. The fulfillment of this dream became a reality in 2006, when she sold her home to Gilman Housing. It is now known as the Riverside Apartments in Glover, and was where she continued to live, caring for and encouraging the other tenants. She made many friends while she lived there. When the challenges of her Parkinson’s became difficult, she decided to live with Tami and Lenwood. During her time there, she enjoyed interacting with the children in Tami’s Daycare and found it heartwarming to listen to the prayers of the children around the table.
When the time came, she made another decision for herself, to go to the Union House to be cared for. In her short time there, even while dealing with her medical afflictions, she continued to care about the well-being of others, residents and staff alike. She loved many people, and through the grace of God she showed it to the very end.
She is survived by her children: Tami Perron and her husband, Lenwood, of Glover, Brian Montminy and his wife, Sherry, of Glover, and Bruce Montminy Jr. and his girlfriend, Judy Brunneau, of Glover. She is survived by eight grandchildren; ten great-grandchildren (expecting number 11 in February); her siblings: Gloria Covell of Rutland, Linda Fitzgibbon and her husband, Dan, of Mt. Holly, John Vigario of Newport Center, and Feliciano Vigario Jr. and his wife, Barbara, of Barton; and by numerous beloved relatives.
She was predeceased by two brothers: Henry and Manuel Vigario.
A celebration of Liz’s life will be held at New Hope Bible Church in Irasburg, on December 8 at 11 a.m.
A graveside service will be held in the spring at the Westlook Cemetery in Glover at the convenience of the family.
Should friends desire, contributions in her memory may be made to the Union House Nursing Home Activities Fund, 3086 Glover Road, Glover, Vermont 05839, or to the American Cancer Society, Vermont Division, Inc., 55 Day Lane, Williston, Vermont 05495.

Charlie’s company and regiment were assigned to Mount Serrassicia, a part of Riva Ridge. On the night of February 18, 1945, 700 men of the 86th Regiment, including Charlie, made one of the most audacious mountain attacks of the war, climbing five different routes up a 2,000-foot mountainside to attack German soldiers on Riva Ridge. The Germans had been using Riva Ridge as an artillery outpost. Riva Ridge was a strategic location as it provided a critical vantage point overlooking Mount Belvedere, the highest mountain in the Apennines. Charlie was awarded the Bronze Star with a V device for valor, a Combat Infantry Badge, and a Good Conduct Medal.
In 2003, Charlie was inducted into the Vermont Ski Hall of Fame in Stowe, by former Governor Jim Douglas.

Jeannette B. Anderson
....show , 87, of Craftsbury died on October 17, 2018, at her home, surrounded by her family.
She was born on August 15, 1931, in Ware, Massachusetts, to Roger and Nellie (Scott) Atwood. On December 8, 1947, she married Percy Martin, who predeceased her on December 5, 1963. On November 1, 1968, she married Robert Anderson, who predeceased her on June 18, 2008.
An extremely hard worker, Jeannette owned and operated dairy farms in Albany and Craftsbury for many years. She and her husband, Percy, operated the Bellcliff Farm in Craftsbury, where they milked registered Holsteins, until his death. She carried on farming there with the help of her parents and sons for several years until she remarried. Together, she and Robert continued farming at his home farm in Craftsbury until 1992, when they sold their milking cows but continued raising young stock, haying and cutting firewood. Never idle, Jeannette continued to work her land well into her 80s with the help of her family; she put her last bale of hay up in the barn in 2015.
A woman with a strong independent streak, Jeannette was never shy about letting her opinion be known, loudly and pointedly. A dedicated mother and grandmother, she loved her family deeply and always made sure to spend as much time with them as possible while also serving as babysitter for a seemingly endless parade of grandchildren and great-grandchildren, instilling her tireless work ethic, sense of right and wrong and a bit of a stubborn streak in another generation. Over the years, she helped care for several ailing family members, including her husband, Robert, her grandmother Annie Scott, her parents, and her son Roger.
Jeannette was a member of the United Church of Craftsbury Common and the Horse and Buggy Club of Craftsbury. Her hobbies included sewing, quilting, wreath-making, cutting firewood, playing cards, sugaring, haying, and enthusiastically and loudly cheering on her grandchildren and great-grandchildren at sporting events. She also loved, and was famous for, making homemade bread, pies, and her renowned raised glazed doughnuts, which warranted a stoppage of Town Meeting upon their arrival every year and were always in high demand at Craftsbury Academy’s school store or whenever word got out she was deep frying.
Later in life she spent her springs, summers, and falls working in her vegetable gardens; tomato plants were sprouting in small pots in her living room by late March each year, and the final tomatoes were often harvested from the greenhouse eight months later with snow back on the ground. Jeannette was an avid Red Sox supporter in a family full of Yankees fans; she was sure to catch the game on NESN every day, even if it meant taking an early-evening nap to watch a game on the West Coast later that night.
She is survived by her children: Roger Martin and his wife, Patty, of Craftsbury, Paul Martin and his wife, Rita, of Albany, and Randy Martin and his wife, Michele, of Craftsbury, and her daughter-in-law Sheryl Martin of Craftsbury; 11 grandchildren, 14 great-grandchildren, five great-great-grandchildren; her siblings: Philip Atwood and his wife, Janice, of Grafton, and Sarah Lyon of Naples, Florida; and by many nieces and nephews.
She was predeceased by her son Bruce Martin; her brother Eugene Atwood; and her granddaughter Lucinda.
A graveside service will be held on Thursday, October 25, at 11 a.m. at the Craftsbury Common Cemetery with burial to follow.
Should friends desire, contributions in her memory may be made to Orleans-Essex Visiting Nurses Association and Hospice, Inc., 46 Lakemont Road, Newport, Vermont 05855.
